On 15 February 2013, the EU's education ministers discussed Erasmus for All, the reformed student exchange programme, and the contribution of education to creating jobs and growth.
Erasmus for All is a proposal for an integrated programme in the areas of education, training, youth and sport for 2014-2020. It brings together in a single programme activities previously covered by a number of separate programmes (including the Lifelong Learning Programme, Erasmus Mundus and Youth in Action) and also includes activities in a new area of European competence: sport.
The new programme aims to continue focussing on three types of key actions, namely:
• the learning mobility of individuals;
• cooperation on innovation and good practices; and
• support for policy reform.
There are also a number of innovative proposals, such as the Erasmus Master's degree student loan guarantee scheme - aiming to promote mobility and access to affordable finance for students taking their Master's degree in another member state -, knowledge alliances and sector skill alliances.
The programme also aims to support the EU's efforts to overcome one of the most difficult economic periods in its history, notably by aligning itself very closely with the Europe 2020 strategy for growth and jobs, in which education and training play an essential part.
The negotiations between the Council, the European Parliament and the Commission started on 19 February 2013. The Irish Presidency hopes to achieve an agreement before the summer, which would enable important preparatory work by the Commission to be completed in time for the programme to begin, as proposed, on 1 January 2014.

The evolution of new technology and its increasing use, have for some years been making the existence of informal learning more and more transparent, especially among young and older adults in both Higher Education and workplace contexts.
However, the nature of formal and non-formal, course-based, approaches to learning has made it hard to accommodate these informal processes satisfactorily, and although technology bring us near to the solution, it has not yet achieved.
TRAILER project aims to address this problem by developing a tool for the management of competences and skills acquired through informal learning experiences, both from the perspective of the user and the institution or company. This paper describes the research and development main lines of this project.

The UniteEurope project provides Social Media tools and makes software available to policymakers working on integaration of third-country nationals. Users of the UniteEurope tool can save, monitor and track specific integration cases to measure impact and to predict the effect of future decisions.
UniteEurope takes citizen generated content, mass data related to integration issues, and existing platforms, but then acts as an intelligent filter. Its aggregation architecture delivers relevant information for policy makers to support sustainable social integration.
Its grid model with multi-layer logic patterns is used for consistent categorisation of relevant integration areas (e.g. education, business, culture) in cities. Coherent layers with multilingual semantic tags, significant sources and parameters form the basis of this tool, and are supported with information on web-based dashboards and intuitive visualisations.
Additionally, identified target groups and policy makers at a European level are provided with aggregated data and key figures to monitor urban integration in Europe and identify good practices for specific areas of integration. UniteEurope supports operational integration measures and strategic policy development at regional and pan-European level.
The UniteEurope team consists of system architects, software developers, E-Government, Social Media and integration experts from leading universities, competence centres, companies and three European cities considering integration an agenda priority.

The eBEREA runs a joint exchange programme dedicated to advance eBusiness research and higher education in EU and China. The programme, implemented by a network of five EU universities and three universities in China, reinforces existing research collaboration through seconding and hosting researchers.
The aim is to actively transfer knowledge and develop sustainable collaboration between EU and China in research and in education. The focus of this exchange programme is electronic business (eBusiness), more specifically business modelling and design; related financial services for consumers and citizens; and the institutional arrangements such as regulation and trust enhancing mechanisms on advocating the aforementioned topics for prospering eSociety.
The European Commission has opened the Call for Independent Experts for the Safer Internet Programme 2009-2013.
The Safer Internet Programme aims to empower and protecting children and young people online by awareness raising initiatives and by fighting illegal and harmful content and conduct over the internet.
The tasks of the experts include assisting the European Commission in evaluating proposals submitted in response to calls and the review of individual Safer Internet projects, as well as legacy projects funded under the Safer Internet plus programme. Experts included in the database will be assigned specific tasks on a case-by-case basis, according to the relevance of their education, expertise and interests in the tasks at hand.
The Call is open until 30 September 2013, and the list of experts will remain valid until December 31st.
Experts are entitled to a payment in the form of a lump sum per day of work and reimbursement of travel and subsistence expenses in accordance with the scales valid at the time of signature of the agreement with the Commission.

The European Network of Education Councils (EUNEC) has issued a statement as a reaction to the European Commission’s recent Communication “Rethinking education: Investing in skills for better socio-economic outcomes.”
On 20 November 2012 the European Commission published a set of policy recommendations to reinforce the cooperation between EU Member States and give a new impetus to education policy. The most important part of the proposal is the Communication “Rethinking education: Investing in skills for better socio-economic outcomes”, where the EC takes the opportunity to gather all aspects of European Education and Training policy in an encompassing framework and to give some new impetus.
As a first reaction to this Communication, EUNEC issued on April 2013 a document with comments and recommendations regarding the EC’s text, stressing the need for a broad approach of education and training policy.
“Sustainability, social cohesion, equal opportunities and a development oriented approach are as important as the labour market orientation. EUNEC cannot support an approach to Education and Training that is exclusively labour market oriented”, says the statement.
The lack of attention to the role of school communities and school groups in the Communication and the lack of transparency of the decisions are also issues of concern for EUNEC.
