A proposed approach for integration comprises four key elements: enhancing teachers' skills and work conditions; motivating learners by addressing their needs/goals with respect to integration in the host country; providing a flexible delivery in terms of time and location; catering for the full spectrum of learners' levels, skills and difficulties. ICT can play a crucial role in the implementation of this new, tailor-made educational approach for integration.

The EU-funded Learnovation project worked between 2008-2009 to stimulate a consultation process aimed to lead to a collective and consensus-based new vision of eLearning in Europe. The rationale of the exercise was to assess how and whether learning is supporting innovation among the European society, and how learning is changing thanks to the exploitation of ICT.
