Learnovation addresses the needs and problems of the existing "eLearning vision" in Europe by adopting an iterative, open and reflexive approach that will first prepare, then openly discuss and finally target and tailor-disseminate a new articulated vision for European eLearning.

Learnovation analyses innovative paradigms and links them to relevant policy priorities through the eLearning Territories's filter in order to:

  • help to overcome views of purely functional differentiations of e-Learning and its development;
  • contribute to making explicit how eLearning is following different evolutionary paths in different ‘territories’;
  • support networking, coordination and integration among sectoral, specialised and national observatories and projects;
  • promote more focused ‘benchlearning’ by shifting from comparative “national” assessments towards a more reflective and adaptive analysis of differentiation factors;
  • contribute to the identification and collection of relevant indicators on e-Learning development and impact within each ‘territory’.

The Learnovation project is co-funded by the Lifelong Learning Programme, Key Activity 4 – Dissemination. The project started in November 2007 and will conclude at the end of 2009.

The Learnovation objectives

  • to explore, analyse and document emerging innovation paradigms in all eLearning areas of application – the so-called “ eLearning territories ” and to produce 12 Thematic Reports;
  • to relate the use of ICT for learning (actual and potential) to policy priorities in the field of lifelong learning and in a broader perspective (New Lisbon, Innovation, competitiveness and cohesiveness of knowledge society);
  • to develop a consensus-based new vision of eLearning, linked to innovation paradigms and taking into account the differentiation dimension of “eLearning territories”, by involving all EU and national actor categories that might contribute to the process – through EU and national discussion seminars and web collaboration work ;
  • to design and activate a foresight capacity on future use of ICT to support learning processes in all aspects of European citizens’ life and to produce a focussed Foresight Report;
  • to propose a set of indicators and a collection and analysis process able to document achievements of ICT to support learning processes following the Learnovation vision, in view of supporting the policy making process at EU and at national level;
  • to develop a project multiplying effect on different parts of lifelong learning systems and in the broader societal scenario, by actively involving external actors in the organisation of Learnovation seminars in their own environment, guaranteeing a strong cascade effect, and the professional media campaign.

MENON Networks (BE)

MENON is a European innovation and research network providing information and advice to policy makers and authorities, education communities, and the ICT and media industry on issues related to innovation and changes in Education and Training, Lifelong Learning and Knowledge Society developments in Europe and worldwide. MENON, established as a European Economic Interest Group (EEIG) since 1999 in Brussels, provides the necessary insight for all stakeholders in Europe to better understand the ICT market for E&T and the prevailing changes, to enhance a value-oriented and innovative use of e-Learning, and to develop useful e-Learning applications and services of better quality. www.menon.org


SCIENTER (IT)

SCIENTER is a research centre and service provider organisation, active in the field of education and training. It is a non-profit making consortium, which was set up in January 1988. Both Italian and other European public and private organisations involved in training systems innovation have joined it. SCIENTER is interested in innovation of training systems, mainly in the field of open and distance learning and organisational learning. www.scienter.org


Catholic University of Portugal (PT)

The Catholic University of Portugal was founded in 1967 and gained official recognition in 1971. UCP is an academic community that aims at defending and developing the human being and his/her cultural heritage through research, teaching and services; UCP secures a major presence in the Portuguese university world, characterized by a Christian vision of humankind and making a specific contribution to all areas of knowledge. Teaching at UCP - which has awarded degrees to around 20,000 students over the past 40 years - aims to combine academic excellence and education in human values. www.ucp.pt


The European Distance and E-Learning Network, EDEN (UK)

The European Distance and E-Learning Network (EDEN), established in 1991, is the most comprehensive European association in the field of open, flexible, distance and eLearning. Its aim is to foster developments in distance and eLearning through the provision of a platform for co-operation and collaboration between a wide range of institutions, networks and individuals concerned with open, flexible, distance and eLearning in Europe. This is done by information and networking activities among the members and by the organisation of European conferences and publications. www.eden-online.org
