The same is not always true for their teachers. This resource points out several useful tools and instructions that can help teachers view computers not as a threat, but as an ally in the classroom.

Today, like the economy in general, knowledge too is globalised. Universities position their knowledge in a world-wide context. New ways of delivering learning are essential. E-learning and on-line courses open up new possibilities. The location of learning is being displaced. It is migrating from the classroom to an iPhone, an iPad... Internationalisation has become one of the major challenges for universities.

TRANSFERRING KNOWLEDGE IN A GLOBALISED WORLD: A ULLL RESPONSIBILITY
The conference will examine the responsibility of ULLL in the knowledge society. What are the models of the future for ULLL in a globalised world? Two aspects will be explored:

Internationalising universities: between cooperation, collaboration and competition
Universities are opening campuses in other countries. They are creating new partnerships. They evaluate programmes offered by other providers. They respond to requests from emerging countries for expertise and teaching. They obtain accreditation and in order to affirm their reputation they aim for excellence in the rankings. They situate themselves between cooperation, collaboration and competition.

To what end? What strategies do they use? What are the real advantages and the potential risks in such policies?
How does this process of internationalisation fit with the mission of teaching and research?

The transfer of knowledge using ICT
To support this internationalisation, universities are developing distance-learning courses, investing in mass teaching systems and diversifying their target groups. They are disseminating their knowledge throughout the world and integrating new tools and new media technologies.
In the future, will courses be designed only for distance learning? How will the quality of the teaching and learning be assured? Do universities know how to integrate these social and technological changes into their policy and practice?

The 45th EUCEN conference will conduct a debate on the University of Tomorrow, engaging with different points of view and numerous case studies.

A series of conferences on trends in the Information and Knowledge Society

21 February 2013

[sic] is the name of a series of conferences on trends in the Information and Knowledge Society. Our conferences take place once per month and are designed to discuss current issues about the Information Society.

[sic] is an initiative by the Open University of Catalonia (UOC), the Institute for Prospective Technological Studies (JRC- IPTS) and the Junta de Andalucía (CEICE).
In this context, Debates [sic] aims at contributing to the discussion by offering a plural and enriching debate on selected topics. We will invite experts and professionals from fields as diverse as public participation, the health, education or technology, to discuss with you social relations and the challenges involved.
You may follow our sessions either at the UOC’s site in Seville, Calle Torneo 32 or via streaming.  We encourage you also to share your views via a number of social networks we offer.
The pervasive deployment of ICTs (Information and Communication Technology) is changing the way we communicate and access information; it has transformed the way we work, study and learn, the interaction with public authorities, the way we handle and generate personal and professional networks of people, and also our habits we purchase and consume products and services.
Virtually no area of our daily life remains untouched by the influence of ICTs and we can truly say ICTs is the cause of a new social, economic and cultural paradigm. This paradigm started two decades ago and it has not ceased to expand due to the technological progress to provide ever increasing storage capacity, more processing power and to ever more rapid information transmission channels. However, a bigger challenge remains uncompleted: the creation of a true information and knowledge society.

UNESCO Policy Brief on Learning Analytics

31 January 2013

Learning Analytics is a rapidly growing research field and commercial , with potentially disruptive potential. While educational researchers have for many years used computational techniques toanalyse learner data, generate visualizations of learning dynamics, and build predictive models to test theories — for the first time, these techniques are becoming available to educators, learners and policy makers.

Learning analytics promise is to transform educational research into a data-driven science, and educational institutions into organisations that make evidence-based decisions. However, critical debate is needed on the limits of computational modelling, the ethics of analytics, and the educational paradigms that learning analytics promote.

Commission issues action call in Davos to close digital skills and jobs gap in Europe

28 January 2013

Commission issues action call in Davos - with IT sector and telecoms companies - to close digital skills and jobs gap in Europe

Europe faces up to 700.000 unfilled ICT jobs and declining competitiveness. The number of digital jobs is growing – by 3% each year during the crisis – but the number of new ICT graduates and other skilled ICT workers is shrinking. Our youth need actions not words, and companies operating in Europe need the right people or they will move operations elsewhere.

Today, the Commission is issuing a call to action to companies, governments, educators, social partners, employment service providers and civil society to join us in a massive effort to "turn the tide". Young Europeans should have the tools to enter digital careers or to create jobs as entrepreneurs.

European Commission Vice President Neelie Kroes said: "The digital skills gap is growing, like our unemployment queues. We need joint action between governments and companies to bridge that gap. The ICT sector is the new backbone of Europe's economy, and together we can prevent a lost generation and an uncompetitive Europe. So I am expecting concrete pledges by companies, everyone I meet will be getting the same request. The Commission will do its bit but we can't do it alone – companies, social partners and education players – including at national and regional level - have to stand with us."

The Commission will collect pledges on new jobs, internships, training places, start-up funding, free online university courses and more. Companies such as Nokia, Telefónica, SAP, Cisco, HP, Alcatel-Lucent, Randstad, ENI, Telenor Group, ARM, as well as the CIO community, CEPIS (Council of European Professional Informatics Societies) and Digital Europe are in the first wave of those committing to act. On 4-5 March the Commission will include pledges received from partners and build them into the launch of a Grand Coalition for Digital Skills and Jobs at a major pledging conference. The conference is open to all who want to actively support this common cause.

We seek active collaboration in areas like industry-led training, assisting labour mobility, certifying skills, improving school and university curricula, raising awareness, and creating an entrepreneur friendly environment for start-ups.

One concrete area for action could be training vouchers. Successful German and Spanish voucher based training models provided jobs for 60-70% of the 20,000 participants and we should seek to replicate and scale up this idea on a European scale.

Other key elements of the Coalition will include mobility assistance. Such assistance is likely to range from English language learning support to facilitating mobility for unemployed persons and standardised certification of skills, via a transformed eCompetence Framework available in all 23 official languages of the EU.

In recognition of the job creation potential of web start-ups, the Commission is also launching Startup Europe, a single platform for tools and programmes supporting people wanting to set up and grow web start-ups in Europe.

Commissioner Androulla Vassiliou calls for more ICT in education at Education Ministers' conference in Oslo

28 January 2013

Androulla Vassiliou, the European Commissioner for Education, Culture, Multilingualism and Youth, outlined some of the ideas which will be explored as part of the Commission's new strategy on 'Opening up Education' when she addressed European Ministers and high-level policy-makers in Oslo.

The way in which education and training systems can fully reap the benefits of modern technologies is at the core of the meeting, organised by the Norwegian Ministry of Education and Research and the Cyprus Presidency of the EU. The Commission intends to launch its new strategy, focused on the use of ICT and open educational resources (OER) to enhance education and skills development, by mid-2013.

"The digital revolution must not stop at the classroom. The web, social networks and online open educational resources offer huge possibilities to modernise teaching and learning. These are areas where EU cooperation adds value and delivers results," said Commissioner Vassiliou ahead of her visit.

Ministers of Education from EU Member States, candidate countries as well as EFTA states participated in the two-day event.
